Abstract
Polemics around state ideology and Islamic shariah being discoursed until now. Pull and draws between ideas that good state must based on Islamic ideology and or nationalism ideology “secular” always takes place between conservatist and modernist. For consevatist, islam is religion and state ideology which must become basic of motion from all segment of human life including in having state. Meanwhile modernist argue that islam is religion and do not arrange political problem. State, for modernist is neutral which included in earthly scope and ijtihadiyah (reasonable). In indonesia, the discourse still become crucial problem in many debates in parliament. But because of cultural islam population here is very big, they don’t agree whit Islamic state. For them, what required is a political system which really democratic and fair that capable to guarantee all citizens prosperity and here actually the spirit of islamlies on.
